Is whey considered a food or a non-food supplement?

Someone at my local gym brought this up and is insisting that it is not a supplement. I always considered to be because you are "supplementing" your protein intake. I never really looking into what whey is, I just started using it as it was recommended for muscle gains. Do you consider it food or a supplement?

Whey comes from dairy. It is the liquid portion of milk that remains after it is curdled and made into cheese. It is quite literally a food-byproduct from the production of cheese. I would say yes, you supplement with it and while it isn't considered a "whole food" it comes from one making it still a byproduct of standard food.
